أعلنت رابطة معونه لحقوق الإنسان والهجرة (AMHRI) عن مشاركتها في قمة الأمم المتحدة رفيعة المستوى بشأن مجتمع المعلومات +20 (WSIS+20)، المنعقدة في مقر الأمم المتحدة بنيويورك خلال الفترة 15–17 ديسمبر 2025، بمشاركة دولية واسعة.
وأكدت الرابطة أن مشاركتها تأتي في ظل تطورات مقلقة في اليمن ومناطق نزاع أخرى، حيث يتقاطع النزاع المسلح والعقوبات وتدهور الحوكمة مع الاستخدام المتزايد للتقنيات الرقمية والذكاء الاصطناعي، بما ينعكس سلبًا على حقوق الإنسان، والأمن الغذائي، وحرية التعبير، وحماية المدنيين.
وأوضحت الرابطة أن الوضع في اليمن يمثل مثالًا صارخًا على مخاطر توظيف التكنولوجيا الرقمية في غياب الضوابط الحقوقية، داعيةً إلى إدماج أوضاع الدول المتأثرة بالنزاعات ضمن صلب السياسات الرقمية العالمية.
كما شددت على أن تداعيات النزاعات تمتد إلى قضايا الهجرة واللجوء في الولايات المتحدة، حيث يواجه المهاجرون واللاجئون تحديات متزايدة بسبب استخدام أنظمة البيانات والذكاء الاصطناعي في سياسات وإجراءات الهجرة، في ظل نقص الشفافية والضمانات الحقوقية.
وبيّنت رابطة معونه أن مشاركتها في القمة ستركّز على أولويات أساسية، أبرزها:
• إدماج أوضاع اليمن ومناطق النزاع في السياسات الرقمية العالمية؛
• وضع ضوابط حقوقية لاستخدام الذكاء الاصطناعي في الهجرة واللجوء؛
• تمكين منظمات المجتمع المدني والجاليات المهاجرة من المشاركة في صنع القرار الرقمي.
واختتمت الرابطة بالتأكيد على أن التحول الرقمي يجب أن يكون أداة للعدالة والحماية والتنمية المستدامة، لا وسيلة جديدة للإقصاء، خاصة في مناطق النزاع ولدى المجتمعات المهاجرة واللاجئة.

AMHRI Participates in WSIS+20 and Calls for Integrating Yemen, Conflict Zones, and Migrants’ Rights into Global Digital Policies

The Association Ma’onah for Human Rights and Immigration (AMHRI) announced its participation in the United Nations High-Level World Summit on the Information Society +20 (WSIS+20), taking place at UN Headquarters in New York from 15–17 December 2025, with broad participation from Member States, UN agencies, civil society, and the private sector.
AMHRI stated that its participation comes amid deepening concerns in Yemen and other conflict-affected regions, where armed conflict, sanctions, and governance breakdown intersect with the expanding use of digital technologies and artificial intelligence, directly impacting human rights, food security, freedom of expression, and civilian protection.
The Association emphasized that Yemen represents a stark example of how digital technologies, when deployed without human rights safeguards, can restrict civic space, deepen inequalities, and undermine protection, rather than serve as tools for empowerment.
AMHRI also highlighted that the consequences of conflicts extend to migration and asylum policies in the United States, where migrants and refugees increasingly face challenges linked to the use of data systems and AI-driven decision-making in immigration procedures, often lacking transparency and adequate human rights guarantees.
The Association noted that its engagement at WSIS+20 will focus on key priorities, including:
• Integrating the realities of Yemen and conflict-affected countries into global digital policy frameworks;
• Establishing clear human rights safeguards for the use of AI in migration and asylum systems;
• Strengthening the role of civil society organizations and migrant communities in digital governance processes.
AMHRI concluded by stressing that digital transformation must advance justice, protection, and sustainable development, and must not become a new mechanism for exclusion, particularly for conflict-affected populations, migrants, and refugees.
